[Global] Scaffold and Shielding Benchmark

We are assessing the possibility of leaving long term scaffolds and shielding in our containment buildings at power. What have other sites been able to accomplish?

Things we're considering:

  *   Long term seismically qualified scaffold
  *   Long term seismically qualified shield sites
  *   Permanently installed platforms or shielding (modifications)
