[Global] Fuel Receipt dose

At Callaway we receive 2 shipments of fuel a week 10 bundles in each shipment, this past shipment we received 4 assemblies from Framatome.  Total of 84 assemblies.  We received 53.3 mrem for the receipt and inspection of the fuel and placement into the Spent fuel pool.    Typical dose rate on our assemblies is 3-4 mrem/hr
3-5 Operations personnel typically.  We had more this time for training of new Operations personnel.
1-2 RP personnel
2 Engineers to do receipt inspections.

At Surry we generally can receive about 8-10 assemblies per day (8 hrs) M-F for about 7-9 mr for the whole week.  Usually Ops gets the dose.  Not so much HP.  Typical dose rates of 2-3mr/hr contact.  Usually take a break at mid-day.  Sometimes the SRD's don't see enough dose to roll up to 1 upon exit.  We use one HP, about 5 fuel handlers, and 2 Engineers from corp fuels group.  If you aren't tracking to the tenth, I'd be surprised if you picked up anything.  That assumes your fuel bldg. is no/low dose.

Vogtle Unit 3 is preparing to receive new fuel starting November 23.  Our PARC has challenged us to determine the industry best dose for this activity.  I realize this is a low dose activity that doesn't typically receive a lot of scrutiny, but since it our first "real" dose, the PARC has a great interest.
Our initial estimates were based on Vogtle 1&2's best performance and extrapolated out to receiving a full core of new fuel (157 assemblies).  There will be no other sources of radiation except the fuel.
Scope of work is all handling of travelers, inspection and surveying fuel assemblies, placing bundles in new fuel storage area, wetting new fuel, initial borating of SFP.  Any particular ALARA tools/techniques you use for this work would also be of interest to us.
