[Global] Dry Cask Storage question.

TVA is currently using the HOLTEC HI-STORM FW cask system. I was looking into re-flooding the annulus after drying (FHD for us) to reduce the dose rate for closure welding. The annulus area must be drained for FHD. We're seeing unshielded contact dose rates of 2000 to 3500 mrem/hour. Is anyone re-flooding the annulus area after completion of drying? If so what dose rate reduction are you seeing?
