[Global] PWR incore thimbles

Good morning all,
Has anyone retracted a single incore thimble approximately 13' out of the reactor with the high activity thimble remaining in the incore sump room or keyway (what we call it) and abandoned it in place? If so, what did this do to the dose rates in the keyway or incore sump room? I am desperately trying to convince Engineering here that this is a bad idea.
Does anyone have documented underwater surveys of dose rates on thimbles during a campaign to replace thimbles? We have performed it but no underwater surveys were obtained that are documented and were not required surveys for the RWP. Our old thimbles were placed in a debris canister and stored in the SFP.
