Catawba uses remote coverage for management oversight.  There are activities (Low Dose Rates) such as Fuel Pool diving where we use direct oversight in the field but for S/G bowl entries, under-head, etc. we will establish oversight in the remote monitoring room with the continuous coverage technician.

NISP-RP-010 Attachment 1 gives this direction:
“Continuous coverage does not necessarily mean continuous physical presence of the radiological protection technician at the work site; rather, it means one or more technicians are given sole responsibility to cover a job.  IF using remote monitoring for continuous coverage, THEN remote camera surveillance, effective audio communication with the work area, and telemetry are required to provide continuous coverage and minimize the dose to job coverage technicians.

Activities identified as having high radiological risk are assigned continuous job coverage.”

At Browns Ferry, the same applies to the Supervisor as the RP Technician.  We take it one step further in that we use remote surveillance IF the conditions are constant AND we have detailed current survey data.

We are having internal debate on whether or not cameras can be used by Supervisors as direct oversight or if the Supervisor needs to be in the field.

Does anyone allow the use of cameras for direct supervisor oversight of High Radiological Risk work?
