[Global] Neutron Area Entry Requirements

At Callaway entry into a neutron area requires a DMC3000 with a neutron attachment and a CR-39 chip in the DLR.

Entry into a Neutron Exposure Area at Surry requires a neutron SRD.  We can also use stay times and calculate the dose but this is the exception, not the rule.
