We at Braidwood do similar to you. Prior to drain down we have an underwater flange cleaner that is used. Not sure of make as is vendor supplied. During drain down we will stop the head at about 6ft off flange and use water lances to spray the flange again. The go to 18" and enter to inspect and do final clean as needed. I hope everyone is finished with their outage, but I have some questions.

What is your process for cleaning the reactor vessel flange prior to setting the reactor head?  Clean underwater? Employ a flange cleaning tool?
If you use a flange cleaning tool who is the manufacturer

At NAPS we wait until the head is approximately 18" from the flange for shielding and use long handled tools to clean the O-ring grooves.
One unit has experienced a slight inner O-ring leak during power operations ~0.05 gpm.
