SQN has a similar situation to DC Cook. Entering Upper Containment (where we have the Polar Crane) is easy peasy because dose rates are only 5-10 mrem/hr and the Polar Crane dose rates are <1 mrem/hr.
We only enter Lower Containment where dose rates are several REM/hr if there is an serious risk to plant equipment and the entry will be a quick check. We have not done an at power entry into Lower Containment in several years.

Cook doesn’t have any issue doing or polar crane PM’s due to being an ICE plant.
However we do have requirements for entering containment inside our bio shield wall >10% power.
This would require a special RWP, ALARA plan and Full ALARA committee approval.

Recently I was challenged with allowing access into our U1 Containment Building to perform polar crane PM’s to gain time for mobilizing equipment into containment. The entry would be made around 50% power and then lowering power ~ 5 % every hour until we trip the reactor at 20% power. I know Farley has in their procedure that entries into containment is not allowed while maneuvering power up or down at 3% or greater. I was wondering if any other utility had procedural restrictions on entering containment at power and if so can you share that with me? I was able to present to the ALARA committee details I had from Salem and Diablo Canyon as well as the information I got for those who attended the Winter RP ALARA meeting. The committee voted no on going in to do this activity. I need to put a bow on it so I am not challenged on this again. Thanks in advance!
