[Global] bringing in resources for outage and projects

What is your administrative process for bringing resources on site?  For example, we must have an assignment built / approved by our department and senior plant management in IQN which is becoming CTP in May prior to individuals reporting to CIP or WBN for in processing.

Not sure if others use a tracking software similar or if they just "call" Bartlett (Westinghouse) or their supplier and they are able to just have a report date.
