[Global] Outage Dose Goal Benchmark

At TVA (Sequoyah, Watts Barr, Browns Ferry) our procedure directs us to do the following:
* Establish a dose estimate based on the planned work PLUS an emergent/expanded scope bank of 7-12%.
* We typically use 10%, so if our planned work was estimated for 40 REM, the outage estimate would be 44 REM.
* Establish a challenge goal based on the above estimate.
* There is no strict requirement on what the challenge goal should be, but we typically use a challenge goal of 90% of the estimate.
What is not directed by procedure and varies slightly between sites:
* At SQN uur daily targets are based on the challenge goal for the planned work.
* If our total estimate is 44 REM (including the bank), the challenge goal would be 39.6 REM.
* The sum of the daily targets would be 36 REM, leaving us 3.6 REM to absorb emergent/expanded scope.
* The challenge goal and daily targets are what get published to the site in daily outage reports and discussed at meetings. We have found that this approach helps us drive the conversation about finding dose reduction opportunities well before we are in danger of exceeding our actual estimate.
* Prior to exceeding the full estimate, we would convene a SAC to ensure site leadership understands that we were trending to exceed the challenge goal and finish near the full estimate.
* If we ultimately exceeded the full estimate by 1.2% we would probably not take any additional action other than mentioning it as a talking point in meetings and ensuring that site leadership was aware of the trend.

Does your stations have procedural guidance on the Outage Dose Goal or any KPI associated with it. STPs dose goal was 41.00 REM and currently we are at 41.031 REM, and looking to finish up around 41.5 REM total as we finish out our outage this week. Looking to see what if any, other stations would do if they were 500 mrem over on a Goal of 41 REM. Thoughts?
