[Global] Outage PCEs

Average less than 1 level 1 PCE a day and no level 2 or 3 PCEs. As far as plans, we have a fleet procedure that governs the development, I have attached that and the last ANO 2R29 plan ( with their permission) for your reference.

Currently targeting 25 or less this outage.
