I’m performing a benchmark on HEPA and Vacuum controls. Looking for practices related to:


  *   Storage, where, how

     *   We have a locked cage in our Waste Packaging Area. It didn’t used to be a lockable area, but we ordered a lockable cage door from a vendor so that we could get rid of the chains we previously used to prevent unauthorized use.
     *   Work groups contact RP/RCL to check out a HEPA.

  *   Survey frequency, criteria for change-out

     *   Daily survey when in use, with option for RP Supervisor to alter that frequency according to situation
     *   When appropriate, telemetry is placed on HEPA for remote monitoring/alarm.
     *   Criteria for change out is based on D/P. Dose rate criteria are situational and typically revolve around preventing posting violations or reducing work area dose rates for long duration jobs.
     *   I’ve attached our two procedures that drive our HEPA control.

  *   Issuing and use, who controls, locks, tracking, who sets up

     *   Vacuums: RP performs initial checks, issues to work group, and documents in HEPA/Vacuum Issue/Return Log. Work group transports and locks at work location.
     *   HEPAs: Typically HEPA units are part of significant RP job coverage, so they are set up by RP/Rad Laborers as part of job preparation.

  *   DOP/PAO testing, tracking, who performs, frequency

     *   RP performs DOP testing every 24 months or after HEPA filter replacement (not required after pre-filter replacement).
     *   RP program owner (it’s a collateral duty for a designated technician) maintains log of DOP tests. A sticker with expiration date is placed on unit after testing.

  *   Marking/ labeling, rad tag, vacuum tag, hepa tag

     *   Rad sticker, DOP test sticker, and inspection tag (NIPS-RP-008, Att 4)
     *   All RCA HEPAs must be tagged as internally contaminated.

  *   Inspection frequency/ criteria

     *   Inspection prior to placing in service, daily check thereafter.
     *   DOP testing every 24 months
     *   Criteria listed in attached procedures.

  *   Training /Quals required for setup/ use.

     *   “Inspect and Maintain Portable HEPA Units” is a technician qualification that can be held by a Jr or Sr RP. It is required for ERO qualifications.
     *   DOP testing is a separate qual and is optional… I think only 3 or 4 techs tend to maintain it.

Here at Surry, the Decon staff does all the setup as well as the DOP/ PAO testing. DOP testing is performed every two years requiring a 99.97% efficiency. HP controls when and where vacuums and HEPA’s are set up. HEPA’s and vacuums are stored in a locked sea van when not in use. Power cords on vacuums are kept locked when not in use, HEPA filter units power cords are not locked. HP technicians control the keys to the vacuums.  A tracking sheet is used to record the locations where HEPA’s and vacuums are set up. All HEPA’s and vacuums have a specific tag attached to them which identifies them as radioactive material and provides a location to record the current dose rates as well as inspection criteria. A separate DOP testing label is also attached to all units. We inspect all units daily when in use. Change out criteria for dose rate would be based on a challenge to the current posting, a challenge to the dosimeter setpoints, or a challenge to reasonable alara principles.
