[Global] [EXTERNAL] Contingency dose

We've done a little of both here. I prefer to not estimate it for
contingencies, because in most cases we don't actually know anything about
durations on contingencies. For industry first evolutions, we've been
baking in an additional ~10-30% on a contingency RWP task that can only be
unlocked with RPM approval and an additional AMC/ARB for approval. This
contingency dose is excluded from the in-progress review thresholds.

Example: 10 Rem estimate for a job, plus 1 Rem of contingency dose. RWP
shows 11 Rem in Sentinel, however IPR is performed based on 10 Rem.
