[Global] [EXTERNAL] Contingency dose

We do not include contingencies in approved estimates. Approved estimates are only for the known, planned scope.

For online, we flag it as late addition to the work week.

During an outage, if we have a high probability contingency within an ALARA Plan we will create the estimate as a line item but not include it in the estimate for the work. If the contingency is activated, we will write a ALARA Work In Progress Review to document the current status of the work and the revised estimate now that the contingency has been implemented. We would also initiate a Condition Report to document the added scope and the projected dose impact. For a major valve job, this may look something like:

  *   Mobilization= 0.052 REM
  *   Valve disassembly/breach = 0.221 REM
  *   Internal inspection = 0.132 REM
  *   Valve reassembly/torquing = 0.319 REM
  *   De-mobilization = 0.030 REM
  *   Total estimate = 0.754 REM
  *   (CONTINGENCY) Disc replacement = 0.248 REM
  *   (CONTINGENCY) Disc/seat resurfacing = 0.524 REM


The exception:
If we have a predictable history of added scope, then we might include a line item in an ALARA Plan for expanded scope. For instance, scaffolds activities will reliably increase 10-20% during an outage. So the ALARA plan estimate might look something like:

  *   223 planned scaffold builds = 1.643 REM
  *   223 planned scaffold removals = 0.721 REM
  *   15% scope expansion due to late add scope and adjustments = 0.355 REM
  *   Total estimate = 2.719 REM

For Online work I would not estimate contingent work.  If it came into the schedule, we track it as emergent.  At the end of the month we would enter our dose deltas in to the CAP system for significant differences.

During outages:  If there is a high likelihood that it would be worked, I would put an estimate to it.  During the Work In Progress reviews (and Post Job Reviews if required), if it was not used then I would document it there as well as any contingent work that came in with no estimate on it.  That dose would be subtracted from the Emergent dose bank.

I will estimate it, but likely not include it in any estimates unless it's highly likely. If there's a low chance and it does happen it becomes emergent.

Quick benchmark question, does anyone perform dose projections for contingency work?  If so, how do you account for it when the work is not performed or when it is performed?
