[Global] Thermal Sleeve Replacement

McGuire did one thermal sleeve back in 2020.  I'm sure you can contact their ALARA group for the ALARA plan and post-job critique.  I'm not sure who is doing the work, but I left Oconee and now work for Framatome ALARA and would be glad to assist with any questions or dose estimate projections.
