[Global] [EXTERNAL] Scaffold dose tracking

Oconee wrote Forced Outage RWPs so they don't show up on our Refuel Outage dose when trying to calculate CRE. (The previous practice was to open RF outage RWPs, then sort them out by date for CRE reporting.

All tasks are set to prompt for a WO or schedule activity so we can figure out what they were up to. Setpoints are more generous than we would use for more granular RWPs because no two forced outages are the same.

Our Refuel Outage RWPs are 1000, 2000, 3000 series. For Forced Outages we wrote 1900, 2900, 3900.

Salem is performing  a benchmark to determine the process used to track the dose  and manage crew sizes during short outages.
