[Global] Reactor Disassembly

Happy New Year to All
Our Reactor Services Group is asking for us to remove the reactor head with the studs left in the head after detention is complete.
They then want to install the stud hole plugs with the top part of the Upper Internals exposed.
At the end of refueling it is reversed, set the internals, remove and clean stud holes and plugs.
Our Effective Dose Rates (EDR) with the top plate of the internal exposed is 300 mr/hr.
It generally takes us 20 person hours to install plugs and 30 person hours to remove and clean holes.
Our first answer is no.

So what I am asking do any PWR's perform reactor disassembly this way? Pro/Cons

Does any PWR's use stud covers instead of stud hole plugs?
