[Global] Outage challenge

I've been tasked with hitting you all up for suggestions to resolve a situation we're facing in an upcoming outage.

We have to do extensive weld pad buildups under 2 root valves (per Hot Leg) which were installed with socket welds. They read up to 4.3 R/hr contact over 220 mR/hr @30 cm. The welders will be approx. 2 ft below them. I have specialty shielding available that I anticipate will give me an about 20 mR/hr G/A in the work area. Outage management is reluctant to cut these valves off, decon, and replace them due to cost and schedule considerations. I can't increase shielding without creating a weld machine interference. I considered flushing but have no way to come from tubing through the valve into piping and create enough pressure to flush 3 socket welds back into the Hot Leg.
