[Global] Outage Stretch Goals

STP has gone back and forth with having a stretch goal depending on upper management.  Current we do not have a stretch goal, but when we do, it 90% of the actual outage goal.

Millstone is looking to find out if your site has an outage stretch/challenge goal?  If you do, is there a certain percentage of your dose goal that you use to get it.

INPO stated that ~10% would be adequate, but wanted a comparison.
