[Global] [External] Emergent Dose Banks During Outages

See my answers below to your questions.  However, here at Beaver Valley our process is procedurally driven.    Attached is our outage procedure and also emergent exposure form that we use and make the work groups complete for emergent work.


Salem is looking to benchmark industry best practices for establishing emergent dose banks during refuel outages. My questions are:


  1.  Do you allocate a bank of estimated dose to account for emergent dose during refuel outages? - YES
     *   If so, how much is it, in Person-Rem? - Varies depending on the outage and what emergent work is discovered.  But typically on average around 1-2 Rem
     *   What percentage of the overall estimate is your bank? - On average around 2-3% of overall outage estimate


  1.  How much emergent dose do you typically see during a refuel outage, in Person-Rem? - See answer to 1a.  However, at Unit 2 since we have one of the oldest reactor heads for PWR in the industry we end up having to perform underhead repairs.  Last Unit 2 outage it cost us 21 Rem emergent.
     *   What percentage is that of the overall exposure your station sees during a refuel outage? - On average around 2-3%



  1.  How do you keep track of your emergent dose? - Multiple ways.  We have an emergent exposure form work groups are required to complete for emergent dose.  That form goes into the working copy of the RWP so we have a record of it.  We also capture the exposure in Work In Progress Reviews/Post-Jobs.  Depending on the dose estimate and if it drives it to ALARA Committee it will also get captured in the meeting minutes.


  1.  Do you use a separate RWP/Task/ALARA Plan for the purposes of tracking emergent dose? - The only Emergent RWP we use for emergent work is Contractor Scaffolding.  This is because approximately 8-10yrs ago they were accumulating 7-9 Rem every outage and would blame it on emergent scaffold builds.  Since we did not have a good way back then to verify that we generated an emergent scaffold RWP and only activate it when it is truly emergent work.  We also make them complete the emergent dose form which lists the work order/job task to be completed.   Other than that we do not have any other emergent RWPs/ALARA Plans/Tasks.
