[Global] [EXTERNAL] Best practices for developing dose estimates without detailed man-hour estimates

We use the historical best on jobs as a starting point, adjusted for overall scope in the case of OPS & RP. If a team felt like they can't meet that goal I would invite their Dose Advocate & Mgr to explain it to the Outage Review Board, the T-3 Challenge, and the Station ALARA Committee so they can get the help needed to avoid taking us backward. If the SAC has been made aware of the impact on CRE and Station annual & long term goals and still elects to accept the teams justification, I would at that point adjust their estimate.

The whole point of an estimate (my opinion) is to point out trouble in time to intervene. If they make the same 350 mR butt weld 3 times because the first 2 failed, or if they sent 5 techs to change a 3" valve diaphragm to get them out of the shop, that's on them and they should exceed the estimate. If I build enough failure padding into every job there's no reason to improve, and that would be on me.

It's been something of a struggle, but we have a culture of dose ownership that most groups and management have adopted, so we don't often hear  "ALARA gave us a bad estimate" any more. That has to come from the top down, because ALARA can't control the actions of other groups. I tell them I've got dose rates, you've got bodies and hours, so it's 66%  yours. After that it's 3rd Grade math - A x B x C.

At Ginna we have seen in our past outage that past outage history is not being able to be used due to the lack of worker proficiency ie Operations, RP.  How are you accounting for this.  Are you adding a certain percentage to your estimates to account for worker proficiency?  If so what percentage are you adding?
