[Global] Best practices for developing dose estimates without detailed man-hour estimates

Adding a percentage to account for worker proficiency isn't a practice for us.

DCPP performs our estimates:

  *   Similar to Sequoyah, we focus on the amount of work and exposure history versus personnel proficiency or work hours.  Time range is typically no more than the last three outages unless it's for specific jobs (i.e., SG Eddy Current testing and accounting for DIF and source term).
     *   DCPP develops the outage estimates via top-down/bottom-up methodology,
     *   higher level to lower level comparisons (Outage to outage, RWP to RWP, work order to work order) for the estimated daily trend, and
     *   We'll also track emergent dose and estimated trends against planned work for daily dose adjustments
  *   In situations where someone's proficiency or training evolutions are involved, we'll estimate dose on a case-by-case basis.
     *   Work groups are expected to report concerns to ALARA and challenge their assigned estimates.  We know proficiency and number of people will always add dose to the outage.  In keeping our communications open everyone will be aware of potential deviations to the plan.
     *   Engineering and training solutions should also be considered to minimize dose due to training or learning on the job (i.e., camera installations, virtual tours, dry runs, mockups, etc).  It makes for longer work, but we haven't gotten complaints about it yet as it helped everyone out overall.

Specifically accounting for worker proficiencies:

  *   Work groups will need to talk to ALARA about their plans for training, improving experience, etc.  Normally, this hasn't been a problem for us.

At Ginna we have seen in our past outage that past outage history is not being able to be used due to the lack of worker proficiency ie Operations, RP.  How are you accounting for this.  Are you adding a certain percentage to your estimates to account for worker proficiency?  If so what percentage are you adding?
